Aoshima, a police detective working in the Bayside Precinct, is continually frustrated by the hierarchy and red tape that plague the system. His friend Muroi is climbing the ladder of the police bureaucracy. Muroi has made a pact with Aoshima that while Aoshima looks after the streets, Muroi would make life easier for the cops on the beat. One day in Bayside, a series of events turns the small station upside down. A corpse is found in the river, then the Police Commissioner is kidnapped, leading to the Metropolitian Police Department to take over the investigation which is led by Murai. Will he be true to his pact with Aoshima and co-operate with the local police? In the meantime, the murder investigation leads to a morbid web page and a deadly chat room in cyberspace...

The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department the once empty space within Wangan's jurisdiction has become a popular tourist attraction. When a string of murders of company execs begins taking place, Aoshima jumps at the opportunity to pursue something other than his current case, which he finds less than inspiring. However the powers that be have other ideas, and Wangan again plays host to a special investigation team from headquarters. Aoshima's friend Superintendent Shinji Muroi, assigned by headquarters to assist Okita, is again powerless to help the local officers as decisions are made by the higher ups.

After Detective Shunsaku Aoshima is promoted to section chief he has the daunting task of dealing with eight cases at the same time, which includes a murder case, bomb threat, and a bus hijacking. Complications also arise between Detective Aoshima and his juniors.

Tenmasou is a long-established inn atop a mountain overlooking the sea, in a town called Mitsuse that exists between heaven and earth. The inn is run by Nozomi Tenma, the proprietress. Her younger sister Kanae works as a dolphin trainer. Their mother Keiko is the inn's elder proprietress, who is still resentful of her ex-husband that deserted his wife and family.

One day in February, 2005, Metropolitan Police Department Superintendent Muroi (Toshiro Yanagiba) is arrested to take responsibility for a botched murder case he headed. His faithful colleagues, including Arashiro (Toshio Kakei) and Okita (Miki Maya), only exacerbate the situation when they try to help clear his name. Is Muroi guilty as charged or merely taking the fall? What is the truth behind the murder? Two lawyers, one determined to get Muroi, the other resolved to save him, a feud between two police departments, political power plays and legal trappings, all combine to orchestrate Muroi’s downfall.
